The Liverpool duo will be among the 33 players to join up with the Three Lions for a training camp in Middlesbrough ahead of the beginning of Euro 2020.
Gareth Southgate’s final, 26-man squad for this summer’s tournament will be announced on Tuesday June 1.
Elsewhere, Andy Robertson will captain Scotland at the tournament as part of their confirmed group, while Thiago Alcantara takes his place in Spain’s 24-man squad.
Diogo Jota’s position in the Portugal squad is also secure after the 2016 champions submitted their selection of 26.
Georginio Wijnaldum (Netherlands), Xherdan Shaqiri (Switzerland), Ozan Kabak (Turkey), Neco Williams and Harry Wilson (both Wales) have each been named in provisional squads by their countries.
